Heya, so i've got a mc19 1988 and i opened the clutch side of the engine as i don't know anything about this bike and isn't in running condition so i don't know if it does run or not. i can see some metal shavings in some of the left over oil in the engine and there are some scratches that don't look too bad but let me know your thought.
I don't have any experience in engine restorations, but i have to take the head off to remove a broken spark plug, so if there's things i should look at to see if somethings broken or not or things to see conditions of the engine let me know please or direct me to the right places.
I was just going to put it back together and see if it runs and do a compression test but now i see the insides im not to sure.

I looked at your pics / video the chain is the oil pump drive chain,although it appears very slack, there is no adjustment available, a new chain will fix it (same as cam chains, available from most bike shops)
The best way to check for metal contamination is by removing the oil filter (under the engine) You can also get the oil assayed https://www.techenomics.net/locations/australia/oil-analysis-australia/ to best find out what the metal is made of, and where these metals are use in the engine, to know where to look.
Unfortunately, CBR250 rebuilds are a very expensive job, even for a DIY job, and many commonly needed parts are no longer available
By the amount of slack in that oil pump drive chain, the engine has done a LOT of Kilometers
