I have a 2011 Honda CBR 250 I can hear the starter spinning but it is not turning the motor

sure engine's not spinning?
Or is engine spinning, but not starting and running on it's own?

need 3 things to run engine:

1. air/compression
2. petrol
3. spark

should test all 3 seperately and go from there
